> Add sections to the user and administrator guides.  Also, add an annotation that would allow developers to capture the possibility that a parameter provider could have different parameters and values depending on from which node their values were fetched.  An example would be Environment Variables, which could easily be different between nodes.  We should allow users to annotate with something like @ParametersMayDifferBetweenNodes, with an explanation.
