flood DTD

I've uploaded initial version to my commiter homepage (along with some notes
on Public entitiy and some other stuff). Please have look at:

There are problems with this version. In particular, DTD enforces strict XML
content model (element B follows exactly element A and so on), and we don't
have such rules. Because of that there are situations (two, maybe three) when
flood config is OK, but XML parser says it isn't valid. On the other hand, you
can't have bad flood config, that will be seen as valid by parser (at least I
didn't come up with such config).

Anyway I'll be commiting this to examples in a day or two, because it is quite
good as a starting point. If anybody thinks otherwise, please let me know.

What about patches to manual? *PING* people! Flood 1.1 is waiting :)
