It seems like the channel was not created as a part of the project setup (because we have renamed/moved). Currently the #cotton channel exists but probably was set up by someone else. No one else other than a few project participants are using the channel but we don't have permission to change the topic, set up logging, etc. 

Can we claim the room and set up ASFBot for it? Thanks!
