[DISCUSS] release pekko-http 1.3.0?

Hi everyone,
It's been a while since we did a pekko-http release.
There are a number of changes in the 1.3.x branch.
https://github.com/apache/pekko-http/milestone/9

I will wait until the pekko-grpc release is completed and there are
even a couple of PRs that I would still like to see merged to the
1.3.x branch of pekko-http - so it will be a few days before we could
start on this.

If there is consensus to do a release, I can act as release manager.
If anyone wants to volunteer, please let us know.
