Space-before and space-after on table-row

Hello Keiron (and anyone else who's interested),

A few weeks when I was working on table borders I had commented out some
of the space-before handling on rows. Then someone noticed that and
asked why we did space-after and not space-before.

I answered (and I still think this is right) that space-before and after
aren't supported on table rows according to the CR. As a matter of fact,
padding isn't either, and borders are sort of fuzzy (no, that's not a
new style value :-)

I was getting ready to finish off the job and zap all the space-* stuff.
But then I noticed that your code there was sponsored by the Dresdner
Bank and I got worried that maybe it would break some real application.
So I put back the space-before, at least for now.

What do you think? Are there any big issues around this? Do you agree
that it shouldn't really be there? I guess what is a pain (this was what
someone mentioned a bit ago) is that since padding doesn't inherit
automatically, one has to specify it on all the cells in order to get it
to act as though it were specified on the row.
