IvyDE-updatesite - fix for jenkins

https://builds.apache.org/job/IvyDE-updatesite/ is broken and I think its
because it tries to download the ivy.jar from the wrong location.
Because I dont have write access to that svn repo, I created a patch.
Please try ;)

I tried to applied the patch you provided, but I couldn't either commit in the svn. That's when I asked if this part of svn was wrongly put read only during the migration to git.
