   Thanks @SteNicholas for the contribution.
   
   The purpose of introducing this option is to control the number of runs from `strategy.pick` in the `MergeTreeCompactManager`, so only the max number runs are selected for compaction.
   
   So we need to modify `MergeTreeCompactManager`.
