Application and subsystem

Hi

I noticed that there are some code in application.util that can be
reused in the new subsystem work, such as code that handles
filesystem, manifest processing/parsing.

Since we are trying to close out the first 0.1 release now, my thought
is to move these common code to the util package so that can also be
used by subsystem after the release goes out.  Thoughts?
