During move operation master submits the RegionTransitionProcedure and waits for the completion of this procedure, current wait mechanism is based on fixed sleep intervals of 1 second.  The procedure could have finished earlier than this 1 second sleep.. optimize this by using CompletableFuture and return after the completion of TRSP procedure.
