[Xalan-J 2 Bug] Command Line Utility now requires ASCII parms

When converting a running xalan application executing on IBM's mainframe
UNIX to release 2_0_0 I find that the command-line utility now requires
that the parameters be in ASCII.

I can understand that the XML and XSL files have to be in ASCII because
that is the standard defined in the specification for well-formed XML, but
there is no need to extend this to the parameters.

The message received is as follows:

java.lang.IllegalArgumentException: ?\162\147^F/\160/\143\150\145^F\170/%/>^F
\160\162?\143\145\163\163?\162^F\124\162/>\163\146?\162_\145\162\106/\143\164?

Can you fix this please?
