[PR] feat(drafting): add audit-finding-fix skill and eval suite [airflow-steward]

Add a new Drafting-mode skill that drafts the smallest fix for each finding
in a batch of non-security audit-tool output (ruff / flake8 / mypy / pylint /
CodeQL / Apache Verum / Apache Caer / equivalent), re-runs the tool after
each batch to confirm the findings cleared, and produces a commit plus a
hand-back artefact. The skill never opens a PR or merges.
## Scope
- **In scope.** Non-security audit findings with a single mechanical fix
(style, import order, type narrowing, unused-name elimination, narrow
CodeQL flags).
- **Out of scope.** Security-class findings — those go through
`security-issue-fix`. Findings too ambiguous to fix without design
discussion — those go through an RFC first.
## Eval suite (12 cases across 4 steps)

- `markdownlint-cli2` clean across all 22 changed `.md` files.
- Pairing self-review: 0 blocking, 0 advisory.
