[VOTE][CANCELLED] Release Apache Tomcat 10.0.19

Hi all,

I'm cancelling this vote as the 10.0.19 release has been superseded by 
the 10.0.20 release.

Note that there is nothing wrong with this release, it just got 
overtaken by events.
