   This PR aims to use `JIRA_ACCESS_TOKEN` instead of a pair of JIRA_USERNAME and JIRA_PASSWORD.
   
   ### Why are the changes needed?
   
   To improve the security.
   
   ### How was this patch tested?
   
   Manual.
