This appears to be a client-side bug. The conversion to UTF-8 transport is not occurring properly. Please take a look and comment. Thanks.

> Key: AXIS2-3888

> Components: kernel
> Affects Versions: 1.4
> Environment: Windows 32-bit

> Asian characters are not converted from UTF-16 to UTF-8 correctly for transporting to target service. Target services can therefore not function properly if they are expecting national lang characters.
> Verified that the JVM is working correctly by testing String.getBytes("UTF-8")... the characters look fine in this case so must be an Axis2 bug.
