Hi [~gaofeilong],
1. you don't need to translate the table (but the "title" and "nav-title" can be translated).
2. Yes. The link should be changed to Chinese version.
If the link is started from "./", then nothing needs to change, e.g. "(./docker-playgrounds/flink-operations-playground.html)"
If the link is started from "{{ site.baseurl }}", then you should add "/zh" after that, e.g. "({{ site.baseurl }}/dev/event_timestamps_watermarks.html)" needs to be changed to "({{ site.baseurl }}/zh/dev/event_timestamps_watermarks.html)".
