We experience the rate limiting error since https://github.com/apache/arrow/commit/dae3fcccca9bba114913b2b09564127bc0ee779e has been merged.  

There is a thread about the rate limit issues when using the GHA provided GITHUB_SECRET but without a clear solution: https://github.com/actions/virtual-environments/issues/602

On short term we can fix this by reverting the commit though.
