[IMPORTANT] Sending e-mails to Apache Projects

Let me try to explain one more time.

For every new project mailing list that you guys start sending e-mails to,
you guys MUST subscribe to their mailing list. A few of you guys have
e-mailed me that they are not receiving responses from the project
community, but if you guys don't subscribe to the mailing list, your e-mail
is going to get stuck in moderation queue and will get delayed or sometimes
not get to the mailing list.

So, please, please, please, first of all, subscribe to project mailing list
(e.g. dev-subscribe@<project>.apache.org) and follow all the steps to
confirm your subscription.
