Wy statefull service by cookie based session managment?

Hi all,

do I right understand that for cookie based session I need 
scope parameter of a service setted to 'session'? 

But would it not mean to have automaticly statefull service objects?

Is there a possibility to have stateless services with cookie based
session managment?
