How to run:
Host this file on the server where you have the latest XAP code.
Open it in your browser with the dir GET parameter set to the relative location from the script where the XAP code is.
e.g. http://localhost/myStuff/licensify.php?dir=../xap/

It will tell you how many changes to licenses were made (should be around 421), and which files had either slightly different licenses than normal, or didn't have a known file type. Those files (there should be 2 of each) will have to have their license changed manually.
