The problem here is, GC is perfectly normal in most cases.  If we raise it to WARN that's going to set off someone's alerts erroneously.  We could try and get fancy here with determining if it's a 'bad' GC or not, but really if people aren't reading their logs I don't see how the level is going to fix anything.
