endDTD bugfix

I reported a bug where Xerces does not ever trigger the endDTD callback
on the SAX LexicalHandler for inline DTD declarations. I'm waiting for
this fix to release a point release of JDOM, which depends on this
behavior, and wanted to see if I could get both a status and a general
idea of when a fix might be in. I appreciate it!
