SOLR-14660 moved hdfs to a module.

But now we have split-package situation with the module defining classes in {{solr.core}}, {{solr.core.backup.repository}}, {{solr.core.update}}, {{solr.core.snapshots}} and {{solr.core.util}}. Move all these under a common {{org.apache.solr.hdfs}} namespace?
