Messages not getting dispatched??

Having an issue where consumers are not getting messages from the queue for
some reason:

No Of Pending Messages 27
Number of Consumers 181
Messages Enqued 99
Messages Dequed 72

As you can see, I have 181 consumers connected and only submitted 99
messages, but 27 of them didn't get dispatched.

If I click on the queue, I see:
