[DevOps][Azure]: Sometimes DeepLearning creation fails on stage of nvidia installation

Hi Leonid,

There is a random bug with DeepLearning creation on Azure.
Jira ticket: https://issues.apache.org/jira/browse/DATALAB-2144

It's in backlog. Pick it up in the priority order.
