When FileSystemBasedConfigurationProvider is configured, {{conf.getResource}} has to give patch from HDFS. Currently it returns local path.

Also improve logs during init and in rmAdmin commands to indicate clear information about the FileSystemBasedConfigurationProvider path (hdfs).
