> Due to a bug in our code we RESERVE resources with 0 value.  We also attach a label to that Resource.  Then we wait forever for a Resource with that label to be Offered to us, but that never happens.  This is a little surprising.  I think it might be more intuitive for the RESERVE to fail when a request is to reserve 0 resources.  For non Scalar values, I would expect empty Ranges or Sets to also fail.
