understanding shellprofile.d vs hadoop-tools

This is my hadooprc


hadoop_add_to_classpath_tools hadoop-aws
hadoop_add_to_classpath_tools hadoop-azure
hadoop_add_to_classpath_tools hadoop-azuredatalake

it picks up hadoop-aws ok (branch-3.1 here), but I'm not getting the hadoop-azure ones, because they are actually making their way to libexec/shellprofile.d rather than hadoop-tools

Is this intentional? And if so, how can I add them to my CP?
