create zh_TW page

Hi!

I'm try to add a zh_TW page.
I've add the zh_TW tag in publication.xconf.
when I add a new document,the system always say ****_zh not found.
when I add a new document with ****_zh, the system do not alow the word"_"
how to do with zh_TW

The taiwanese ancient come from main land china almost.
We speak the same language called mandrain at office,school...etc.
And we speak mother tone at home.
the most of taiwanese mother tone is the same with fujain or canton province
in china.
the difference is the hand writing word.
taiwanese use the older one call traditional chinese.
china change it to simplified chinese.
it's just different in writing,the speaking almost the same.
I'm taiwanese,my wife is chinese.

you don't need to change all the files to UTF-8,just the asian translations
pages(like ****_zh_TW.xml) need to use UTF-8.
But at the start you need to assign encoding="UTF-8".

please file a bug! i suggest to use zh for now (i hope that is an option
for you)
