User selectable locale?

Greetings all - this is my first post...

How can I allow a user to select a locale when customizing their portal? 
I'd like the ability to click a flag, or select a locale from a dropdown, 
such that their view is localized, and let them switch at any time (without 
globally setting a locale). Maybe I can get their locale from the browser 
as well?

Also, how "unicode-clean" is Jetspeed (including Turbine and other deps) ?
