[CLI] version 2 source

Hi guys,

I've posted a tar.gz of the src at:
   http://integralsource.com/cli/2.0alpha1/cli2.tar.gz

Check out the unit tests, there is still a good bit of work required.
So if you're curious go check it out.

The plan is to get this into CVS (how many times have I said
that :-)  ), then to begin the review and do some refactoring.

There are still some bugs in Bugzilla that do not have unit tests.
I still need to write the new HelpFormatter and also add the
reflection builder.

So thats the sceil (gaelic for story, pronounced shcale)..
