Negative VOTE: Minor tweak to new JDOHelper

Javadogs,

I'd like to tweak the JDOHelper constructor idea to add a static  
JDOHelper getInstance() method that would return a thread-safe  
instance of the JDOHelper class. Just to support a common pattern  
that is suggested by the addition of the constructor itself.

There are no issues that I know of since this class is part of the  
distributed api2 package already. The RI doesn't need to worry about it.
