CC-BY-4.0 CSS

Hi,

I'm following what I understood from [1].  I'm not sure if I ever saw that
email to out though.

Anyway, Royale wants to use some CSS from Google's Material Design Lite.
They have a license file [2] that starts with ALv2 but has an exception
for .css and .html files, placing them under CC-BY-4.0.

There isn't an Object or Binary form for CSS.  Is it code?  If I copy the
CSS verbatim out of an HTML file and put it in its own CSS file, is that a
modification or derivative work?  Or can we just add their header to it at
treat it as a CC-BY-4.0 CSS file.  Assuming we can use CC-BY-4.0 CSS in
the first place.
