Define mature. 

HttpClient 3.1 is very likely to have been tested by a greater number of
people in a greater variety of projects / products. At the same time
HttpClient 4.0 has a _massively_ better architecture, more flexible API,
cleaner code base. HttpClient 4.0-beta1 was mature enough for Google to
bundle it with its Android platform.

If you have run into any of limitations of the 3.x API, or if you really
need 15 to 20% better performance, upgrade to 4.0. Otherwise, stick to
3.1 for another while.
