   Note: with topologies, the type of a delivery service (e.g. `HTTP_NO_CACHE`) should no longer affect whether or not the `MID` tier is used. However, `t3c` might still put `go_direct=true` on the edge even if the DS uses a topology with more than just an `EDGE` tier. IMO, that would be a bug, since we should always try to honor the assigned topology (even if that wouldn't necessarily make sense for `HTTP_NO_CACHE`.
