    Description: 
The authorizer interface must be updated to accommodate changes introduced by the implementation of executor authentication:
* The {{authorization::Subject}} message must be extended to include the {{claims}} from an {{AuthenticationContext}}
* The local authorizer must be updated to accommodate this interface change

Also, authorization actions should be added for the V1 executor calls:
* Subscribe
* Update
* Message
