As a user I want to see a link for computational resources job tracker on WEB UI via reverse proxy so that I can go to computational resources job tracker quickly and do not need go to GCP/ MS Azure console in order to know master IP.

 

*Acceptance criteria:*

1. a link for computational resources job tracker  displays  on computational resources popup 

2.  if click  a link for computational resources job tracker a new tab browser opens where is a computational resources job tracker
