XML Catalog Resolver?

We need an EntityResolver to locate entities by their public ID, and I
was wondering if anyone has written one that follows the XML Catalog
proposal (see http://www.ccil.org/~cowan/XML/XCatalog.html), or a
similar framework to use with Xerces.

Otherwise I'm going to implement one and post it here. Any experiences
or feedback are highly appreciated.
