Actually, if you read a bit more on the docs, you would have realized that
html:submit offer much more than a simple key attribute.

Whatever you specify as the body content will be used as the value of this
control.  So, with that, you can understand that using the tag like this:
<html:submit>
 <bean:message key="my.key" bundle="myOtherBundle" arg0="some value"/>
</html:submit>

...would give you MUCH more flexibility in what it supports.
