Nominating this as 4.1.0 release blocker for visibility and evaluation. Of
course, the decision depends on the people who would have to do the work.

The Hebrew translation reached 100% yesterday:
https://translate.apache.org/he/aoo40/ (if you see 99.5% this is due to some
translations for Wiki Publisher  still missing: I don't know if those strings
are release-relevant any longer; I expect these to be completed soon too
anyway).

The translation deadline was a couple weeks ago, but experience shows that it
is better to integrate a late translation before release than planning (and
then possibly abandoning, as we did for 4.0.1 for 3 languages) a "language
update"  later.

While the problem is generic, I don't see other languages where the current
level of activity can bring us to 100% in a few days.
