### Describe the enhancement requested
Arrow C++ support currently compiles _mostly_ for QNX, but a bottleneck appears in the endianness header inclusion preprocessor selection logic in `cpp/src/arrow/util/endian.h` .
With current-day QNX toolchains, there is no need to include an endianness header. The fix is quite simple: simply detect whether a QNX toolchain is used, and if so, avoid the header inclusion entirely, similarly to what is done now for the AIX operating system.
