[VOTE RESULT] Remove Windows Native Support

The vote has been open for over 72 hours and is now closed. Twelve votes 
were received, eight from PPMC members and four from other interested 
parties as summarized below:

PPMC members:

     [1] +1 Remove all support for the Windows native build from the RTOS
     [2]  0 No strong opinion
     [5] -1 Retain support for the Windows native build in the RTOS

Other interested parties:

     [1] +1 Remove all support for the Windows native build from the RTOS
     [0]  0 No strong opinion
     [3] -1 Retain support for the Windows native build in the RTOS

As a consequence we will continue to support the Windows native build in 
NuttX.
