Tweaked build system...

... to use more variables from tclConfig.sh.

I would appreciate it if people with 'different' systems (i.e., not
Debian) would give it a whirl.  It also seems to build ok on
tcl.apache.org, which is a FreeBSD system.  Naturally it's the CVS
version...
