Which I've never been a fan of, and I think complicates things
tremendously.  Of the 149 projects under /home/cvs, 63 of them are
jakarta-* projects.  Let's try to not perpetuate it further.  The *only*
reason to create new top-level modules is if you want to have different
CVS committers - although even that's not entirely true, as CVS perms can
be controlled per subdir as well.  Still, it's a useful way to think of
it.

Since Peter suggests there will be different users with commit privs to
the different modules, then it makes sense to create the new one.  I've
created the dir, set perms correctly I think, and added it to avail.
Someone with access to Nagoya needs to add an alias for commits, which
will get emailed to lucene-sandbox-cvs@jakarta.apache.org.
