The FAIR (only) queue sort policy needs to take into account the dynamic queue priority for sorting. If application.sort.priority is set to "enabled", priority should be used as the first sort term, followed by the normal FAIR policy. If application.sort.priority is set to "disabled", priority should be used only as a tiebreaker when sorting.
