Workflow how-to pages on wiki

Trafodion Developers,

I have added several how-to pages to the cwiki. The Contributor and
Committer workflow pages have essentially the same info as the old
trafodion wiki. (Recently updated for working with the Apache repo.)

A new page is added on requesting additional tests beyond the standard
Check tests. Under the old Gerrit/Zuul tools this was the "check-full"
functionality. But this is somewhat better, in that it allows contributors
to pick and choose which tests they want to run (e.g., only catman1 suite
or only jdbc tests).
