The platform capability/requirement matching framework should be able to handle detecting these programs and deciding 1) if the Maven plugin is allowed to execute; 2) if so, the location of the executable on the file system. This solution will require a "program detector" that a plugin developer can configure to check directories and/or the Windows Registry for program presence.
