New way of publishing releases: svnpubsub for dist

All,

Infra wants to minimize the dependency of shell access to Apache
servers for mundane tasks. Therefore they want to minimize rsync
scripts and more. One of the affected areas was the site publishing
scripts to svnpubsub which we already did a couple of years ago and
now they ask projects to stop pushing releases to people.apache.org,
and rather use svnpubsub to upload release candidates and releases.

Please read the pertaining section of the releases policy [1]
(specifically pay attention to the final "Note").

I have submitted a ticket with infra [2] to provide us with a
svnpubsub setup for our releases. With the next release of our 6.x
branch I'll fix the build script. This is going to take some time
though and might delay the release with a day or two (changes to
automated scripts always take longer than expected). If you are a
release manager for 1.5 or 1.4, those scripts also need updating.

The infra ticket has been closed, so from now on we have to use svnpubsub [1]
to upload our releases.
