       is storagePartitionValues just the partition name as string or full partition path? wondering what happens incase of non - partitioned partition path?

Review comment:
       I see we instantiate this table in similar fashion in few methods in this class. Do you think we can make a private method. 
   not too strong on the suggestion. I will let you take a call.
