[I] Allow KIE Sandbox users to create files from the File Switcher when the Workspace only has one file [incubator-kie-tools]

   When a Workspace only has one file, the File Switcher already displays an Empty State [1]. However, this Empty State is too simple and does not allow users to create new files from there. Also, what it shows is that `No files match ''`, like the users has requested to search for files that contains an empty string.
   
   This needs to be improved and this Empty State should change to differentiate between active searches and a Workspace with no more files other than the one that is open.
