For people to self-host a svn server, there is no really good easy way to do it. Today, "pull a server from docker hub" is one of the ways small-medium admins expect to be able to install things, and there is no good one there. (There are some bad ones.)

Installing an svn server manually from scratch, from OS packages or building from source, can be moderately easy or can be good, but is not easy and good for serious use at the same time.
